Mpeg 1,2,3,4 codecs and other codecs still need media players to run the codecs for video viewing. and the faults if encoding and decoding shows up, the media player can be debugged. In other words, the media player can correct the codec faults by data decompression and do conversion first.

ie. ffdshow fixed 40 bugs before it can do mpeg4/h.264 for mobile formats. Higher resolution HDTV requires more power to do Mpeg4/h.264 mathematic formula. So to save power(computing), the ideal is to use mobile 320x240 resolution then zoom linearly to HDTV resolution and colors(aka digital camera solution), maybe giving up some edge data where camera lens sharpness is poorest(2.x:1 ratio)? which can save cpu complexity and memory requirement for computations and speed up video delivery to TV or monitor.

Media player in set-top box can do the heavy lifting of zooming to any resolution and colors(contrast as well).
