There are reasons why states require that vendors be licensed; the primary one being to protect the consumer.

The primary one is too often to protect the currently licensed from competition. Too often a secondary one is the interests of the bureaucracy to have power and seem relevant. It seems like both ideas may have been in effect in this situation. Consumer where not protected, and the vendor in question was not operating in an unscrupulous manner, at least there isn't any evidence that he was.
