Doesn't surprise me. I wonder if there is a way to get the WTO in on a world-wide cap and trade system for carbon emissions? It would be nice if you could sue for sanctions through the WTO on countries that miss their aggregate carbon emmission allowances according to a world-wide treaty. Don't sign the treaty and then you're in non-compliance with WTO membership rules. That would be a pretty good stick to wave.
