Bloomberg is a very practical guy who's made several billion dollars. I suspect he's just doing a cost-free fan dance to force the (D)'s and, to a lesser extent the (R)'s, to deal with his issues, and won't run.

Or, he might do as you suggest above, and end up being a kingmaker, or even a Cheney-level (without the evil agenda) VP. One of his rules of government is to "first do no harm".
