I don't what use my $20,000 plus interest would be if that were to happen, so I doubt you would get much interest in such a bet.

I would be willing to bet $1000 perhaps, that "x" percent of the cities budget will be spent on sea defences by that time. I would need to consider the details and calculations carefully though. It's not the average depth of the ocean we are just concerned about. It's the perceived risk of a climate event (like a hurricane) causing a significant amount of damage on top of rising sea levels that is the issue at stake.

The perceived risk caused by climate change is where the money is going to be, thus the bet should be on such an issue too imo.
