Always crashing in the same car

What if the public service campaigns to prevent traffic accidents worked the same way as HIV prevention campaigns? Well, I guess that first they would tell people that you can be run over by a car any moment, even while strolling on a quiet sidewalk, just as easily as if you were running across a busy highway. The implicit message would be that just about anyone can be the next victim, so everyone needs to be constantly aware and pay high traffic insurance premiums. The campaign would carefully avoid addressing any actual risk factors of traffic accidents. In fact, it would categorically deny that speeding, street racing or running through red lights have any effect on the accident risk. The main message to drivers who engage in various forms of risky driving would be to remind them to always wear a seat belt. Blaming those drivers who have crashed their cars would be frowned upon, and such blamers would be painted as morally suspect simpletons who just don't understand the complexity of traffic. This campaign would engage in political activism to maximize the amount of money that society allocates to compensating the medical costs of drivers who have crashed their cars. What effect such campaign would have on traffic we can only begin to speculate.
