A hypothesis: because the Republican party acts on behalf of the wealthy minority, to get into power they need to get most of their votes from people whose interests they do not really serve. The solution, which they have down to a fine art, is to appeal to ignorance and to hatred of cleverness. GWB was the perfect front man, because he can play the stupid part so well. Cheney would never have been elected president - he seems too clever.
