I strongly disagree that employers should be the ones responsible for determining whether a job applicant is legally in the country. That's the job of the Government. (But then, I also don't think businesses should be forced to be tax collectors, either.)

The logic of making employers responsible to enforce laws is similar to requiring common citizens to arrest muggers or banks to shoot robbers. We pay big bucks to the Government to enforce laws, and just because the job gets a bit difficult is no reason for them to shift responsibility to others.
