In some cases zero. Of course that's a large part of the reason while the charge for other cases is so high. In any case many go without insurance by choice, not because it is unavailable to them.

If you bought a car and it cost you 50% more than the next guy, but yours was slower and got worse mileage, and you could only use it 75% of the time, would you say you got a great deal?

And if you made an analogy that was completely false or irrelevant... Oh wait you did.
