Clinton refused custody of bin Laden when he was offered by an African country that was trying to curry favor with the U.S. As always Pres Clinton was concerned the UN community would not approve of such action.
Shortly after he left office, Clinton stated he felt the "legal" case against bin Laden wasn't strong enough to warrant his apprehension. That was the problem with Presidents Carter & Clinton, they both allowed international "opinion" to take precedence over the national security of their fellow Americans. Presidents Truman & Kennedy were the last Democrats to make national security decisions with steely determination to protect American citizens.
