No it isn't. Jose in the street has very little say in what happens. And it is a shame.

And it is why I don't think this Azltan thing will have legs. Those Hispanics who have been here a few generations don't have that strong of a connection with Mexico, and are often appalled when they visit. It is easy to get used to law enforcement that isn't driven by bribes and kickbacks.

Mexico doesn't have that.
