Pretty SILLY to claim that he 'wasn't part of the Executive Branch' and therefore didn't have to follow laws that apply to the Executive Branch, or Executive Orders that apply to the branch, etc.

I don't think that is what he claimed. I think he claimed that he was not an "agency" or "entity" within the Executive to which the statute applied. I think the argument made was that as a Constitutional officer, he was exempt. Its not an unreasonable argument...but it is totally politically tone deaf for sure.
