Not just politically tone deaf....he actually claimed more than you say, which is why the threat to cut out the funding for the Vice-President's office because Cheney disclaimed being part of the Executive Branch (for which the funding had been approved) brought him back to reality pretty fast. There was no funding approved for some "extra-Executive quasi legislative special office of Vice-President", nor would there be. He dropped the argument of his exclusion like a hot potato(e).
