In order to have economical safety net, which is more important than terror from a few sabotages; we have to organize beyond the police and firemen. This is done by intelligence people in the US, organized thru the retail chains.

Then economy safety is done thru retail chain price point adjustments by using buying power with our complimentary and supplementary economies. Inflation is more in the real wages. Intelligence people knew how to buy goods, domestic and abroad thru retail purchasing departments' buying power. Recently, gasoline price backed off, when they realized that small stores and restaurants are closing in their jurisdiction, even though July 4th traditionally had gasoline price going up. Commodity contracts had no effect at the pump. News on TV tells the population, the gasoline price is inching down week by week, competition between closed by gasoline stations helped penny by penny.

This is the current US national security policy, where retail people knows all the customers in town. No one is going to follow our troops back from Iraq or Afghanistan? This policy is modified from the block management policy used in People's republic of China, where every one in the village knows each other. Security comes from trust. This retail intelligence organization has been in effect since 2001, September. So far so good, no weakness found.
