LIAR. Gaddafi was under sanctions for Lockerbie and could not make oil deals with anyone until Bush-Cheney came along and offered him a huge oil deal in exchange for a PR stunt where Gaddafi pretends to disarm himself of WMD. The truth is, the old junk Gaddafi gave us was never going to be used and was not a threat to us. It was nice to get rid of some of it, but it was basically garbage.
