You've got to wonder if the founders figured that future Presidents would use this power to commit crimes, designate a perp/fall guy and then pardon him. Somehow, I doubt it. I'd imagine they figured Presidents would use the power to mitigate wrongs done to citizens by the state. The FF's are rolling over in their graves and saying "who knew?".
