The whole concept of insurance is based on shared risk. The vast majority that don't suffer any misfortune pay for the unfortunate few that do. Implicit in that concept is that both the fortunate majority and unfortunate minority are COVERED.

For-profit insurance has been gaming that system since Lloyds invented insurance, by excluding people and situations (like Florida homeowners) judged to be of higher risk to maximize profits. Which is why private universal coverage just won't work.
