You are correct that Globalstar will start service in 1998 without all satellites. Also there are 3 launches on Zenit at 12 birds a piece. All this is on the Globalstar web page. The launch dates are not.

My understanding on launch dates are that 2 are set. One Boeing Delta carrying 4 satellites on Dec. 4, 1997. Another Boeing Delta carrying 4 on Feb. 26. Then, I believe late summer 1998 is when a Zenit is suppose to launch. After that I don't know.

The cost of both systems is a little irrelevant in my opinion. Whether Globalstar charges $1.00/minute and Iridium $1.50-2.00/minute to recover costs doesn't matter. What is important for both these providers is the early entry into this market. The demand is such that both systems can make lots of money. Boty sytems will be at full capacity with there proposed rate/minute. They both have different business plans, and both will likely carry them out fairly well.

What I think will be interesting is the next generation satellites. Will Iridium go to CDMA? Will Globalstar satellites be more advanced? Will GEO satellites play a larger role in each? Will both systems be running at the same time (since Globalstar and Iridium will still have several years of usefule life in 2002 when both hope to have their 2nd generation systems up)? Time will tell.
