I don't know about that. IMO, it would be out of character for Bush to make a decision that seriously factored approval polls into the process. Seems to me that 2 years of jail time, a $250k fine, plus 2 years of probation for a first time offender found guilty of lying in an investigation of a crime that wasn't committed seems quite excessive to me.
