I thought about Soitec some more and I think the main reason wafer requirements might be down is that part of Fab 30/38 will skip 65nm altogether and go straight to 45nm. This involves more down time for production than 65nm would have.

Did you actually read the Soitec announcement?

"New products launched by main customers come on stream in the second half of the year but given the current uncertainty with regard to the timing of the ramp up in volume of these products, the Group cannot exclude that full year sales may be below the prior year."

This sentence makes no sense in your interpretation.
