No.

The charges against Libby stemmed from his role in the conspiracy that involved Cheney wantonly compromising national security.

Because of Libby's smoke screen of lies and perjury, the truth of who (Cheney) authorized and directed the compromise of an undercover CIA asset (Plame) could not be established.

Fitzgerald had neither the balls nor the backing in Justice to go after the real crooks (Bush/Cheney).

Libby was the designated fall guy, and the assholes didn't even have the integrity to let him take a hit.
