The implication is that higher tolls is a bad thing. That's not true. It means greater value is being delivered. It means competition will be developed. Where profits are low, the thing being done is probably not worth doing.
With huge roading profits, more roads will be built to encourage people to drive more and spend more money.
More tolls are better.
People who don't want to pay will take a bus, share transport, travel less distance by moving closer to work, etc.
Those who don't mind paying enjoy nice roading.
I love taking the toll highway over the hills from Los Angeles to San Diego. It's a big, swishy, smooth, fast, safe and beautiful route and costs just a few dollars. The maelstrom down lower is rough, noisy, dirty, dangerous [flying debris and vehicles], crowded, slow, visually unpleasant [though it makes a change and different things are viewable near the freeway] and not so good.
