'Of course properties in foreclosure stop paying property taxes - so that has to hurt too.' Most states have a tax lien auction every year. Institutions buy up most of the big liens on improved property so the municipalities don't feel a cash pinch. Only the junk lots in a down market doesn't get bought up..
