You can hardly ever prove that an allegation of wrong doing of some sort did not happen, the best you can do in most cases would be to declare there is not evidence to prove the alleged wrong doing happened. There are exceptions, like if someone is accused of murder and the supposed victim walks into court. Then you can say it didn't happen.

If it were determined that Valerie's position does not fall under the statute, then you could make the declaration Bill made.
