The report, released more than three years after the Clinton impeachment trial, was the first time Ray formally
asserted that he had enough evidence to press criminal charges against the former president that he had lied about his
affair with Lewinsky and had obstructed justice once the affair came to light.


Clinton and Ray reached a deal in January 2001 in which Clinton admitted to misconduct and agreed to be
disciplined by the courts and, in return, was shielded from further prosecution. Clinton supporters always maintained
that there was inadequate proof to take the case that far.

Ray said just the opposite in yesterday’s report, contending that he possessed “sufficient evidence to prosecute
President Clinton.”
But Ray said he declined to do so because Clinton took responsibility for his wrongdoing and
because a criminal case would have been inappropriate for the alleged crime, not to mention the country’s wellbeing.
