There are many more voting opportunities than Presidential elections. For most of us the various propositions and the vote for mayor is a lot more important in directly affecting our lives than the vote for the president. Politics is local. I'd say the President is just supposed to manage the country, (primarily economy and defense) and not screw things up while we get on with living our lives. Since we're still entangled in Iraq GB hasn't been the most effective by that measuring stick.
