This is very simple, Mary. Other energy sources are already technologically feasible, or feasible with a relatively modest investment. When those energy sources become more economical than oil, or where the investment in making the technology becomes economical compared to oil, then we will adopt new energy sources.

What you want is some government agency to "plan it". Worst of all possible alternatives.
