Right... that's what I'd read.

(What I don't see though, is how the project's backers expect to extent this "NAFTA Highway" all the way to Canada without *major* federal financial support and land condemnation all along the way. and, without the link to Canada, I think it would lose a lot of it's financial justification.)

Without the federal support, a whole lot 'o States along the route have to get onboard, and start digging deep into their budgets, and clearing the route.
