I'm sure that was true in 1936. They started paying benefits right away. The first generation to receive SS paid little or nothing into the system.

But the fact that that 1936 pamphlet is obsolete and untrue today has nothing to do with the solvency of SS.

SS is solvent and going strong, never missed a payment either. But if a better system comes along shouldn't we be free to replace SS and not be locked into the promises on a pamphlet from 1936?
