Ted, as an "average Joe," I've seen major construction projects take anywhere from six months to four years. Usually the ones that take such a long time are tied up in bureaucratic red tape. As for Gore's own mansion, I don't buy the notion that environmental upgrades were in the "planning stages for several years." Seems like only after he was caught in the hypocrisy are the improvements being expedited. Gore is no Ed Begley Jr. Tenchusatsu
