Agreements with those two exclude TD by Government directive-- there are no Q agreements with Chinese domestics for TD.

In an interview last year PJ said Q had approached them, maybe through Datang, to assist in speeding things up, and was denied access. Qualcomm seems unique in the industry in having no joint venture going for TD. Qualcomm put TD off completely , having done work on it and rejected it. Surely a good engineering decision, but now obviously inaccurate global business insight. Since before PJ took over.

Q will have TD cooperative chipsets and is perhaps being unacceptably pressured to pay royalties to China but I think the main issue now is something like 0 - 1% royalties on all TD handsets sold in China, regardless of Q's 75 TD agreements, all of which are entwined with jv's with Chinese domestics.
