The distinction is that a "plea" is only necessary if a person has been formally charged with a crime. In Clinton's case, the prosecutor stated there was enough to indict Clinton, but the agreement spares all parties from that process. In the agreement, Clinton admitted to the acts he would have been indicted on. Those acts were illegal.

There was never an issue of honesty or dishonesty when discussing Clinton's "agreement". Just a technical point about the word "plea", which I concede was my error. However, the substance of my original comment on this remains unchanged.
