"Broadcom Offers to License ITC Patent Royalty-Free to Public Agencies and Health and Safety Groups" Broadcom expects patent exhaustion to apply when licensed by Qualcomm, but for their own patents they intend to license not just chipset manufacturers, and not just handset manufacturers, but service providers too? To my knowledge, no one licenses service providers. What hypocrites!!!
