The pros at State wanted no part of planning anything for Iraq. The plan of the pros at State involved propping up Mideast dictators forever. The pros at State were happy to see Saddam continue in office.

The State Dept apparachiks rarely support anything that disrupts the current political situation. They are not about "rocking the international boat" and confrontation.. They are about perpetuating the previous agreements that they hashed out..

And they certainly have no interest in seeing DOD dictate policy on the diplomatic field..
