Well apparently many of those phones can all be used for other purposes, but you would have to have a credit card, and go through hassle, and then probably be pressured to sign up for service if you keep using them that way. So, not they don't meet what you want fully, but at least they somewhat useful and get you part of the way there.

Grocery stores usually have pay phones, but I recognize that doesn't eliminate your point, you could come up with several other examples where pay phones aren't likely to be handy (and I already realize that so you don't really have to list them)
