SA is a different case. Wolfowitz was refering to restrictions against non-Muslims entering SA largely do to the holy citys of Mecca and Medina. It is not a restriction against Americans or non-Arabs. The American military, however, is a non-Muslim force and that offended many.

You extending that concern to any country where Arabs live is a promotion of international racism and is a corruption of what Wolfowitz meant.
