"Only problem is China and Cuba will do the drilling without FL's permission....' Can't see any legal reason Cuba would need to get 'permission' from Florida to drill in Cuban waters.... By the way... I thought that Cuba had mostly contracted with big European oil companies to explore their off-shore areas for hydrocarbons. Not China so much, (believe that may be Venezuela you are thinking of....)
