I don't give a crap about "solely". A large percentage of it does, so you eliminate a large part of the problem.

Do not make the good a victim of the perfect. There is no perfect.

They are only "taking over" the payment system... thus "single payer". They control a lot of it now very efficiently. You wouldn't "only install a legal monopoly" you would insure everyone at a much cheaper cost.
