Since the only free trade that will be accomplished is one that is necessarily "managed", ie States bind each other by treaty to refrain from interfering I personally wouldn't call a treaty that obligated that each party not interfere "managed trade", but I don't want to get hung up over the semantics. If you want to call it that then fine, but then we have to come up with a different term to deal with states actively interfering, either unilaterally, or in ways allowed (or even required) by an agreement. I don't have any problem with "managed trade" when the management is just a "hands off" agreement.
