There is no coherence in what you say.

Whether there is a requirement to negotiate is irrelevant if a party does in fact establish a history of negotiating. Israel has established its good faith attempts; the Pals have established their lack of good faith by scuttling Oslo and Camp David. They are now ruled by a group which specifically disavows negotiation and is intent on destroying Israel.

What's so hard about accepting these as facts?
