I don't know what your argument is and you haven't clarified it except to state your opinion that the application of shock and awe in Bagdad is an act of terrorism. I disagree for the reasons I've already stated.

The targets were Saddam's military. Terrorists target civilians to cause a negative impact on their enemy. Saddam's military was held up in an urban area where civilians also lived, but civilians weren't the target. There was no intent to hurt civilians resulting in negative harm to Saddam's military. Quite the opposite efforts were made to show civilians we were there for their benefit. Infrastructure was targeted because it represented the supply line to Saddam's military. Taking out a supply line is not terrorism, even if it was a supply line that the civilian population used.

Shock and awe could be applied to a civilian target but that wasn't the case in Bagdad.
