Taking out the water treatment, water, sewer and electricity was not done to harm military targets. It was done to cripple the city.

By taking out those essential services, the US knowingly put at risk much of the innocent population.

Remember too that all this took place during shock and awe.

Are you giving the Islamists a pass when they struck the Pentagon? That was a military target...and after all they are at war.

Was that terror?
