It is amazing that president after president has refused to uphold the immigration laws pretending that the problem is not solvable. Clinton tried to a degree but Congress were difficult about funding programs. Have corporations told the gov't they need illegal immigration? Is that why presidents ignore the issue? That seems to be the only reasonable answer.
