doesn't mention minimum payment. could this be a fall back position until work around? too late for vz not to offer opinion on court.. they already did that, so congress knows the position. all they agreed to is not to continue pushing it. sounds like nothing to me... i wonder if vz got some inside information that told them no veto and this is your only out. ???
