it offered the same deal that it agreed with Verizon Wireless to other businesses in the industry.

If they offered this deal to other operators in the industry, why would QCOM need a license at all from BRCM. All new QCOM chips would be allowed in the country via the individual agreements with the operators. Circumventing the only remedy provided by the ITC. BRCM would still be without a WCDMA license and unable to compete. I'm confused....
