Sorry, xeno-Pat, but the US, Canada and Mexico are already well-connected by railways. As they should be - these are our largest trading partners.
As for highways, take a look at a US road atlas sometime. East of Detroit, the US and Canada highway systems are, except for post-9/11 beefed up border crossings, essentially one system. If you want to get from Boston to Detroit, the direct route is through Canada. And while Mexico's highway system is not as developed as ours, several major highways already connect major US and Mexican cities.
BTW, you can - right now, forget "the drawing board" - take I-5 straight from Vancouver all the way to Tijuana, I-29/35 from near Winnipeg right to Nuevo Laredo, and other interstates from Montreal and Toronto to those and other Mexican cities.
