the special rules adapted for national defense purposes during war time were always rescinded after the hostilities ended.

Still having first coffee, but off the top of my head....we still have the telephone tax imposed as an emergency measure to help fund the Mexican-American War, we still have the withholding of wages enacted by FDR as a 'temporary' emergency measure....an ingenious maneuver, can you imagine if wage earners had to write a check every quarter to Uncle Sam? There'd be a tax revolt!
