why not just ship the poor to Rwanda or some other cheap country along with entitlement to $100/mo for life? It will be a lot cheaper and likely they will have a "better" life there than here...relatively speaking of course. The objective is not to ship them out, I don't think. The objective is to make them responsible, self-supporting, and productive members of the team and proud, confident members of society. You don't become self-supporting and productive if you have a mindset that the world owes you a living.
