AQ existed before Bush decided to run for President. And it operated in countries all over the world, including Iraq. Abu Musab al Zarqawi (later head of AQ in Iraq arranged the assassination of Lawrence Foley in Amman from Iraq, even wiring money to the assassins from Baghdad. That happened in 2002.
