Anyway, you don't design systems around exceptions. You design them around the mainstream.

Seems to me that's a perfect example of the "fatal conceit". Those systems - extended orders - most successful occurred where they were allowed to generate spontaneously. The deficiencies from the potentially doable are generally the result of hubristic interference by self-anointed elites who didn't, and don't, know any better.
